ACTIVITIES REPORT OF UNESCO CHAIR AND UNESCO AND UNITED NATION UNIVERSITY NETWORK ON GLOBAL ECONOMY AND SUSTAINABLE DEVELOPMENT (GEN/REG)

The present report cover the period from January to June of 98. The main activities carried out in this period are described and the results obtained are detailed.

The Colégio do Brasil, where the UNESCO chair resides, manages the implantation of the network REG/GEN (Global Economy Network), that will establish the connection among centers of research and instruction of the 4 continents (America, Africa, Europe and Asia), and will elaborate research projects in the area of Global Economy and Sustainable Development. To accomplish this objective the Colégio do Brasil, according to the agreement code 0569-10/96, contracted the ILTC (Institute of Logic, Philosophy and Theory of Science) in order to define the structure of this network and to perform the tasks related to the Executive Secretariat.

On the basis of the document " Global Economy, Regional Integration and Sustainable Development ", by Prof Theotônio dos Santos, research projects have been elaborated and will be submitted to the distinct research funding agencies. Considering the scope of the Chair, a post-graduation course was defined. One wich will be handled together with the University Estácio de Sá. The main objective of that post-graduation course is to form high level assessors and consultants, capable of identify to the basic problems of the contemporaries economy and the politics, keeping an analytical follow up of the economic conjuncture and the international politics, Those consultants should also be capable of identifying the relation of this global economic conjuncture with the goals of the sustainable development in Brazil and its relation with ours exterior politics, taking into account the specific goals of public and private organizations. The course will be classified as a Specialization level course of 360 hours, distributed in 8 months. It will be mastered by well-known professors oh high recognized qualification in their specialities.

Following the agreement established between College of the Brasil and ILTC, an executive committee was created under the presidency of the Director of the Colégio do Brasil Prof Jose Raymundo Martins Romêo (UFF). This commitee is composed of the following academics Theotônio dos Santos, Chair coordinator, René Dreifuss (UFF- COPPE), Franklin Trein (UFRJ), Maurício Dias David (BNDES) and José A. Belizário (UERJ). The resolutions of this committee should be executed by the Executive Secretariat.

In 13 meetings, carried out at ILTC, the structuring of the courses, the planning and the organization of the Seminary " Perspective of Globalization" had been discussed. The agenda of the seminary are available to the present report. The main aim of the seminary mentioned above was to define the group of Brazilian consultants who will work in the network REG/GEN. The group was defined with the following researchers: Octavio Ianni (Unicamp), René Dreifuss (UFF-COPPE), Reinaldo Gonçalves (UFRJ), Paul Singer (USP), Luiz Carlos Prado (UFRJ/COFECON), Ladislau Dowbor (PUC/SP)), Milton Santos (USP), Franklin Trein (UFRJ), Oleg Tsukanov (PUC/MS), Pablo Emilio Martins (FGV).

The seminary took part on April 17th and 18th. The speakers presented papers wich will be published in a book. Also video tapes of the conferences had been recorded and edited. Their copies will be distributed according to the resolution of the Managing Committee.

During this period, the Coordinator of the Chair, Prof Theotônio dos Santos, took part in several events related to the central topic of the Chair, and developed important contacts to the network.

Besides the seminary's organization and as one of its results, the Managing Committee has started the network REG/GEN preparation. The effective work on the REG/GEN network will have to wait the second funding part of UNU/UNESCO for its conclusion.

Since May, the Managing Committee has initiated the planning of the international seminary, to be organized by the secretariat executive and financed by the NUSEG (High Government Advanced Studies), part of the State University of Rio de Janeiro,under the responsibility of Prof Maurício Dias David. This seminary will take place from September 9 to 12. We had already started an agreement with national and regional brazilian council of economics to the next seminar in 1999.
